Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) wish to advise that NSW Ports has released details of the Port Botany Container Incentive Scheme, effective 1 July 2021.

The scheme has been developed to actively encourage shipping lines to achieve a balance of imports and exports, thereby avoiding a build-up of empty containers in greater Sydney. The desired outcome is that the logistics industry achieves a sustained supply chain balance which enables empty container flows to be handled efficiently through Sydney's empty container parks and container terminals – further detail is available in the NSW Ports FACT SHEET.
 
From an Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) perspective, any initiative that incentivises additional capacity available for exports is welcomed, however, preliminary member feedback highlights concerns that shipping lines may simply pass on any associated penalties as a part of a general increase in Terminal Handling Charges.
 
As a part of our ongoing engagement with shipping lines and NSW Ports, FTA / APSA will measure whether the scheme achieves the desired result of correcting the container imbalance that has caused supply chain inefficiencies and substantial costs through Port Botany over the last 18 months.
