Impacts of sea container measures for khapra beetle - Class 19.1: Non-commodity for Containerised Cargo Clearance (NCCC) and Class 19.2 automatic entry processing for commodities (AEPCOMM)

Freight & Trade Alliance (FTA) wish to advise that the Department of Agriculture, Water and the Environment (the department) has issued an updated Industry Advice Notice 59-2021 dealing with the measures to be taken on sea containers to protect Australia against Khapra Beetle.
 

What has changed?


As notified in IAN 34-2021, Phase 6A of the khapra beetle urgent actions will commence from 12 April 2021. Phase 6A will introduce mandatory offshore treatment requirements for target risk sea containers. These changes will impact on the Class 19 Approved Arrangements as outlined below:
 

Class 19.1 NCCC impacts


The Class 19.1 approved arrangement will not be impacted by the measures for sea containers packed with high-risk plant products however, will be impacted by the measures for  FCL/X sea containers that are packed with other goods in khapra beetle countries and destined to rural grain growing postcodes. These measures are scheduled for implementation from mid-2021. We will provide further detail on these impacts closer to that date.
 

Class 19.2 AEPCOMM impacts


The Class 19.2 approved arrangement will be impacted by the measures for sea containers packed with high-risk plant products for two commodity groups, Milled rice for human consumption and Milling products. The Approved commodities and related information for class 19.2 AEPCOMM approved arrangement webpage has been updated to incorporate the BICON case "Khapra beetle sea container measures" where applicable.

Treatment certificates for target risk sea containers can be assessed by class 19.2 accredited persons along with the standard commodity assessment, provided that the commodity is already in-scope for AEPCOMM (e.g., milled rice and milling products). In such cases, the container risk/container treatment certificate must be assessed before the commodity risk. Declaring the Entity Identifier (AEI)


You must enter an AEI number for all treatment certificates issued for khapra beetle container treatments including those issued for khapra beetle container treatments, including those issued by non-registered treatment providers. Information to assist you in declaring the AEI for khapra high-risk plant product from target risk countries through ICS or your third party software can be found under the Entity Identifier (AEI) webpage





Recognising that the CBC-NCCC mandatory training will not be delivered until June, the department  have also distributed a letter and infographic earlier this week for brokers explaining their responsibilities under these new requirements.
