Waterfront Delays & Congestion
Berth and terminal congestion continues in Port Botany and other ports, and the empty container management situation in Sydney remains critical. |

Empty container parks are still unable to accept de-hires for certain types of shipping line container equipment due to capacity constraints, and not enough empty containers are being repatriated through Port Botany to make a lasting difference to the imbalance of import discharges vs. export loadings (full and empty).
The situation in Sydney continues to cost transport operators approx. $130 additional per container in added transport kilometres, staging and handling costs through yards, and additional administration and labour costs. Overall, the empty container management congestion has cost container transport operators in Sydney between $5 million to $7 million.
Despite the continued empty container management crisis, the largest container shipping line in the World, Maersk, has issued a Customer Advisory (7 October) reinstating its import container detention regime for Sydney import cargo - see: Here
CTAA would urge importers and their transport providers to document the continued delays in empty de-hire and seek container detention relief from shipping lines as a result. |

NSW Ports' Update on Congestion and COVID-19 Trade Trends
The CEO of NSW Ports, Marika Calfas, has issued a timely update (10 October) on the congestion in Port Botany, as well as trade trends during the COVID-19 pandemic and continued infrastructure investment. |

NSW Ports acknowledges the loss of 24% of Sydney's empty container management capacity with the closure of Tyne St. Peters to make way for the Gateway road project.
CTAA continues to advocate for additional empty container management capacity to be developed in the short to medium term as close to Port Botany as possible.
The update from Marika acknowledges that while we are seeing productivity and capacity improvements at Port Botany following the suspension of stevedore industrial action, "(it) may take a couple of months for (vessel) schedule integrity to be restored." |

 | Safe Container Loading & Heavy Vehicle Safety Campaign
This campaign aims to increase awareness of best practice shipping container loading, while highlighting the safety and commercial consequences of poorly loaded or unrestrained cargo inside shipping containers.
There are two national Webinars this week:- Implementing best practice container packing - 12 noon (AEDT), Tuesday 13 October 2020; and
- Overseas packing requirements to facilitate onshore biosecurity requirements - 12 noon (AEDT), Thursday, 15 October.
There are three additional Webinars in the second half of October and early November on national & international obligations, specific issues regarding container transport in Australia, and on insurance implications.
Participation is recommended for all importers, exporters, freight forwarders, transport operators and others in, or with influence over, the container transport logistics chain.

| Port of Melbourne - Port Development Strategy 2050 The Port of Melbourne has released its final 30-year 2050 Port Development Strategy (2050 PDS); a roadmap for the future development of the Port. It outlines the high-level plans and approach for developing the capacity and efficiency of the Port for the next 30 years, while also providing a planning framework which can adapt and respond to changing needs over time.

Khapra Beetle - Urgent Actions
Just when your thought that the Brown Marmorated Stink Bug (BMSB) was enough to worry about, the Department of Agriculture is implementing urgent actions to address the risk to Australia's grain industry from the Khapra Beetle.
This pest could cost Australia $15.5 billion over 20 years through revenue losses arising from damaged grain in storage and exports. |

Australian container transport operators have already come across this critter (at significant post detection cost), with the Department of Agricutrue advising that: - most of infestations originated from the container (under floor) rather than the commodity; and
- Khapra beetles detected may have been living in the container for upwards of 3 years

2020 Annual Minimum Wage Increase - Application to Transport and Clerical Awards |

From the first full pay period on or after 1 November 2020, new minimum rates (1.75% increase) and allowances start for the main Awards covering the container transport logistics sector: - Road Transport & Distribution Award;
- Road Transport (Long Distance Operations) Award;
- Clerks—Private Sector Award
The Fair Work Commission will issue updated Pay Guides for each Award as soon as possible after 31 October 2020 - CTAA will keep Alliance companies informed. Read More |
