Infringement Notices from April

We will soon begin enforcement of Infringement Notices, which were introduced as part of the Customs and Excise Act 2018.

From 1 April 2019, Customs officers will issue Infringement Notices, with an instant fine of $400 for an individual or $800 for a business.

Infringement Notices enable Customs to manage minor offending involving travel, goods and craft by issuing fines for 70 offences.

They are issued for minor offences that justify more than a warning, as an alternative to prosecution. Once the fine has been paid, all guilt or liability disappears.

To issue an Infringement Notice a Customs officer needs to have reasonable grounds to believe an offence has been committed. A warning notice may be issued instead, if appropriate.

Licencing your premises

If you're making excisable items, you must licence your premises as a Customs-controlled area (CCA), or Licensed Manufacturing Area (LMAs are a type of CCA).

Once your premises are licensed, you can only make excisable items in that location. When you move the items from that area, you must pay excise duty.

Trade numbers show promising start to CPTPP

January trade statistics show that the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) is already delivering benefits to New Zealand, says Trade and Export Growth Minister David Parker.

The CPTPP entered into force on 30 December for New Zealand and three new FTA partners Japan, Canada, and Mexico.  

New tariff concession information
