Class AA 19.1 NCCC & 19.2 AEPCOMM accreditation

 
Approved Arrangement for Non-commodity for Containerised Cargo Clearance (NCCC) and Automatic Entry Processing (AEPCOMM) Schemes 
 
The Department of Agriculture and Water Resources in consultation with industry has developed and implemented Approved Arrangements to allow licenced customs brokers or self-reporting importers to assess documentation associated with the importation of cargo.

Under these AAs, training and assessment is required to gain approval to assess documentation and process and lodge entries using Automatic Entry Processing (AEP) under the Non-commodity for Containerised Cargo Clearance Scheme and the AEP for Commodities Scheme (AEPCOMM).
 
Who needs to complete the approved training ?
 
Accredited persons– Licensed customs brokers or self-reporting importers; who undertake documentary assessment, preparation and lodgement of import declarations; 
 
Approved Persons - Persons who are employed as support staff to licensed customs brokers; who undertake documentary assessment and preparation.
 
Persons who hold approval status will be required to undertake the same biosecurity professional development as an accredited person though Continued Biosecurity Competency (CBC) training.
 
Bridging Course – no more extensions
 
This time last year, persons who obtained their accreditation prior to July 2014 were required to complete a bridging course to upgrade skills for Class AA 19.1 NCCC & 19.2 AEPCOMM accreditation (persons who obtained accreditation post July 2014 were deemed to have current knowledge of requirements).

The department was generous by allowing persons to complete the bridging course well after the 31 March 2016 deadline. Please note that we have recently received formal advice from the department that extensions of the bridging course will no longer be accepted.
 
How to achieve NCCC and AEPCOMM accreditation
 
Persons wishing to renew or obtain Class AA 19.1 NCCC & 19.2 AEPCOMM accreditation must now complete the prescribed unit of competency Comply with Biosecurity Border Clearance - TLIX505.
 
This unit can be completed via e-Learning with online assessment and certification available at www.ComplianceNetFTA.com  ($330 incl GST)
 
After successful completion of the training, you are required to register with the department to obtain accreditation under both approved arrangements. Please send your request to the Broker Engagement Team for assessment and include.

 
If requirements are satisfied, you will receive an email from the department confirming your accreditation number to allow lodgement of entries.
 
You have current NCCC but you need AEPCOMM

Once the training is completed, follow the same steps above in dealing with the department – please note that it is a prerequisite that you have current NCCC accreditation before completing this training.
 
Continued Biosecurity Competency (CBC)
 
All persons wishing to maintain their NCCC and AEPCOMM must complete CBC Mandatory Session 1 for 2016 and CBC Mandatory Session 2 for 2016 by no later than 31 March 2017.
 
Department of Agriculture & Water Resources representatives delivered these two (1 hour) sessions at Freight & Trade Alliance (FTA) events in Autumn and Spring 2016 (Melbourne, Sydney and Brisbane). For those FTA members who attended both events can rest easy in the knowledge that they not only completed their annual customs broker CPD requirements but also met their CBC compliance requirements.
 
For those members that could not attend both sessions, we are pleased to advise that recordings of these sessions are available via www.ComplianceNetFTA.com.au with an online facility to complete a short multiple choice assessment to achieve CBC certification – please note that each CBC session also attracts 3 customs broker CPD points in Stream A ($38.50 incl GST)
 
Changes for 2017 / 2018 
 
FTA has been invited to a meeting with the department and training providers in Melbourne on 14 March 2017 to review and improve the CBC initiative – we will keep members informed of any key developments and changes for the new period (1 April 2017 to 31 March 2018).
