WEEKLY REPORT

Customs and Border Protection continue to battle with Integrated Cargo System (ICS) / Customs Connect Facility (CCF) technical issues that has hampered freight operations nationally (particularly air freight) since September 2012. This unstable technical situation prompted me to write in this week's Lloyds List blog questioning industry's preparedness to deal with contingency procedures should Business Continuity Plans (BCP) be required.

Meanwhile, transport reform initiatives in NSW are continuing to progress at a rapid rate. As a result, the FTA media exposure over the last week focused on pricing and Port Botany Landside Improvement Strategy (PBLIS) implications associated with the evolving regulatory environment. Below is a summary of recent developments:

The NSW upper house passed the Ports Assets (Authorised Transactions) Bill allowing the government to lease both Port Kembla and Port Botany for 99 years. We now await with interest the detail of the lease and in particular, cost / benefit outcomes for the freight and trade sectors. On a positive note, it is appreciated that the NSW Treasurer took time to respond to the pricing concerns that we raised as a part of the FTA advocacy process.

I had the privilege of chairing the recent NSW Transport forum where a detailed presentation was delivered by Robin Renwick (First Assistant Secretary – Moorebank Project Office – Australian Government, Department of Finance and Deregulation).

The Draft Freight and Ports Strategy is the most important document to hit the streets for some time. Through the creation of strategic action areas, the document outlines how the NSW Government aims to meet freight challenges in the short, medium and long term (over the next twenty years). The Draft Freight and Ports Strategy is open for public consultation until Monday, 11 February 2013.

FTA will be providing subscribers a series of commentaries over coming weeks to generate debate and to encourage your feedback in preparing a formal submission to the NSW Government.
