BUDGET 2020 – 21 – INTERNATIONAL TRADE DEVELOPMENTS

  • the trade outlook,
  • International Freight Assistance Mechanism (IFAM),
  • duties on certain medical and hygiene products,
  • implementation of waste export ban, diversifying trade,
  • simplified trade system,
  • extension of the Trusted Trader Scheme, and
  • an updated Agriculture export trade ICT systems.

FTA / APSA ADVOCACY - SUPPORT FOR THE AIR CARGO SECTOR

The consistent Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) advocacy position to the Federal Government has been for additional funds to be allocated to maintain the International Freight Assistance Mechanism (IFAM), JobKeeper and / or similar financial relief measures to support the air cargo supply chain sector until the end of 2021 (at minimum), with actual allocation of funds subject to periodic reviews pending the return of international passenger flight services.

As highlighted in our correspondence to the Treasurer on 17 July 2020, FTA / APSA stated the need for support across the entire air cargo entire supply chain including exporters, cargo terminal operators, specialist transport operators, freight forwarders and customs brokers – refer HERE
 
This position received further advocacy via our supplementary submission to the Inquiry into the Implications of the COVID-19 Pandemic for Australia's Foreign Affairs, Defence and Trade and our evidence before the public hearing on 30 July 2020 before the Joint Standing Committee on Foreign Affairs, Defence and Trade (JSCFADT). 

As outlined in last night's budget, we are delighted to note the allocation of an additional $317 million to extend IFAM until 30 June 2021 - FTA / APSA will continue the advocacy lead for an extension of this support for the 21/22 financial year.

FTA / APSA representatives are today meeting with Australian Taxation Office and Treasury executives in terms of further support measures - a further detailed report will be provided.
