Freight and Trade Alliance director Travis Brooks-Garrett said domestic shippers would undoubtedly benefit from relaxing of regulations.

"Road pricing and road congestion for freight vehicles is increasingly becoming an issue," he said.

"Coastal shipping solutions wont make sense for every shipper, particularly just-in-time shippers where rail and road solutions may be more appropriate, but for some it will deliver significant operational and cost efficiencies.

"When you consider the $10 billion investment into Inland Rail and compare that to the efficiencies that could be achieved with the optimisation of coastal shipping, it's pretty hard to argue against."
