MEDIA RELEASE – NEW BORDER TAX ATTRACTS GROWING OPPOSITION FROM INDUSTRY
 
Background on the levy: 
 
In the 2018 – 2019 Budget, the Federal Government announced a $10.02 levy on all imported containers. This new tax is known as the "Biosecurity Levy". The levy is due to take effect on 1 July 2019 and will attract a fee on every imported shipping container that enters the country, regardless of its full or empty. On Wednesday 28 November the Department of Agriculture and Water Resources (DAWR) held a meeting with key industry interests including the Australian Peak Shippers Association (APSA), Shipping Australia Ltd., Freight & Trade Alliance (FTA), and others, to discuss how the Federal Government plans to collect the levy.
 
Response from industry: 
 
Industry bodies representing Australia's major shippers and supply chain service providers are continuing to express opposition to the new Biosecurity Imports Levy, due to be imposed on all incoming containers and bulk cargo on 1 July next year.
 
"The Freight & Trade Alliance and Australian Peak Shippers Association remain deeply concerned about what we judge to be an administratively complex and operationally clumsy method of collecting the new levy, and about the transparency of its application," FTA director and APSA secretariat Travis Brooks-Garrett said.
 
"On a more positive note, FTA and APSA welcome the government's commitment, through the Department of Agriculture and Water Resources, to apply some $313 million of the $325 million expected to be collected by the Levy to much-needed improvements to frontline biosecurity protection and improved service levels.
 
"The department's mishandling this year of measures to deal with the incursion of the Brown Marmorated Stink Bug shows there's plenty of room for improvement and we hope vital additional resources will be allocated, now the government is set on introducing this levy," Mr Brooks-Garret said.
 
"Nevertheless, we note that this is just the latest on a growing list of new and higher charges – such as the stevedores' exorbitant infrastructure/port access fees - hitting Australia's importers, exporters and transport operators. These are accumulating at an alarming rate and are impacting on our export competitiveness and domestic prices".

Quarantine Treatment Services Victoria Pty Ltd (QTSV) is at the forefront of quarantine heat treatment, approved to treat for Brown Marmorated Stink Bug for both 20FCL and 40FCL .

QTSV is a Department of Agriculture and Water Resources Approved Arrangement (AA) premise providing both dry and moist heat treatment on goods that are imported into Australia. 
 
Our service is provided by qualified and trained operators, knowledgeable in all aspects of the quarantine process.
 
The QTSV site is based in Lara, between the Ports of Melbourne and Geelong. The facility has the capacity to accommodate several containers and road vehicles.
