SOLAS Export Container Weights Regulations -
Are You Ready?

 

The Australian Maritime Safety Authority (AMSA) has released draft regulatory amendments to give effect in Australia to the international requirement from 1 July 2016 that exporters must declare a Verified Gross Mass (VGM) for every export container before it can be loaded onto a ship.  Weight measurement standards will need to be met.

The period of public consultation on the draft amendments to Marine Orders Part 42 (MO42) opened on 10 March for seven weeks, closing on 30 April 2016.  The draft can be viewed HERE, accompanied by Draft Approved Accuracy Standards for Weighing Equipment, and associated International Maritime Organization (IMO) Guidelines.

Importantly, AMSA has confirmed that it will incorporate into its consultation program the
Industry Business Forums being hosted jointly by CTAA, Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA):

Latest Port Supply Chain Awareness Workshops in Melbourne, Sydney & Brisbane a Success!

 

 

CTAA Port Supply Chain Awareness Workshops
in Brisbane, Sydney & Melbourne in February & March all have been well attended.
 

Workshop participants discuss the operational, contractual and statutory relationships involved in container transport logistics, and debate how to improve productivity and efficiency.  An in-depth tour of port supply chain facilities rounds out the day.

eGate for Qube in Fremantle

On 9 March, CTAA assisted the Western Australian Road Transport Association (WARTA) to facilitate discussions between container transport operators, Qube and Containerchain about the roll-out of eGate mobile app truck processing technology at the Qube Container Park (QCP) in the Port of Fremantle from 11 April 2016.

 

The dialogue was robust and direct, canvassing productivity improvements (truck turnaround times), technology use & reliability issues, as well as information privacy and cost queries.

WARTA members are being kept informed of outcomes & next steps

 

RSRT Inquiry - Wharf & Ports Sector

A number of significant industry organisations are mobilising against the implementation of the Contractor Driver Minimum Payments Road Safety Remuneration Order 2016  - setting minimum sub-contractor rates in the supermarket and long distance transport sectors.

 

Separately, the RSRT has an active Inquiry in the Wharf & Ports Sector, with the TWU & an employer organisation seeking an end to "box rates" and calling for more industrial intervention in the container transport chain.

CTAA is assisting Alliance Companies to make submissions to the RSRT, with the aim of avoiding the mayhem witnessed with the latest Contract Driver Order.  Contact CTAA for more information.

 

SAL Issues Container Weight Verification Fact Sheet

Shipping Australia Limited (SAL) has issued a very useful Fact Sheet on the new Verified Export Container Weights obligations.

 

The Fact Sheet makes the point that should the shipper not provide the mandatory Verified Gross Mass sufficiently in advance for use in the preparation of the ship stowage plan, the container(s) will not be processed for loading.

An image of the new 1-Stop Pre-Receival Advice (PRA) format is included in the Fact Sheet.  A question for the Container Weight Verification Business Forums (see lead story above) is whether the new PRA format could be used  as a valid Container Weight Declaration (CWD) for carriage of containers by road?
