Who does this notice affect?
All DAFF clients who receive the Inspect (Unpack) Direction for FCL's from the AQIS Import Management System (AIMS) for mixed commodity consignments.
What has changed?
The current Inspect (Unpack) FCL direction comments issued from AIMS states that The goods must remain consignment intact at the designated premise pending AQIS inspection. Invoice to be presented at the inspection.
From 18 February 2013 changes to these comments will result in Importers/Customs Brokers being able to deconsolidate the cargo and remove the goods that are not of DAFF concern when a standard Inspect (Unpack) FCL direction is applied. Importers/Customs Brokers will be advised as to whether they are able to do this via their AIMS Inspect (Unpack) FCL Direction's Additional Comments field (Attachment A).
If the DAFF Officer assesses that there is a degree of possible cross infestation/ contamination, Importers/Customs Brokers will be advised that the goods must remain consignment intact at the designated premise pending DAFF inspection and the Invoice or Invoice Line Data is to be presented at the inspection. Importer/Customs Brokers will be advised of this decision via their AIMS Inspect (Unpack) FCL Direction's Additional Comments field (Attachment B).
DAFF would also like to take this opportunity to remind clients lodging their information into the ICS of Notice to Industry 26/2008–09 – Associating tariff lines with containers for FCL/X Sea Cargo. This Notice details the importance of associating DAFF active lines to containers which will enable DAFF to treat the goods separately, rather than holding the whole container and negating the new change to the Inspect (Unpack) FCL direction comments.
