Preferential Rule Type in the ICS for the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA)

Freight & Trade Alliance (FTA) has been advised by Australian Border Force (ABF) of the following:

The ABF has received a number of enquiries regarding the preferential rule types to use in the ICS for AANZFTA.

From 1 January 2022, the preference rule type PSR should be used in place of CTC, CTH, RVC and OTH when claiming preferential rates of customs duty under AANZFTA.

There have been no changes to WO or PE Preferential Rule Types.

This is separate to requirements for completing the AANZFTA Certificate of Origin which must be done in accordance with the overleaf notes.

These changes were advised in ACN 2021/35 of 3 September 2021, with four months provided for the transition to occur and we would welcome this be shared with contacts to ensure they are aware of these changes
