100% Piece-level International Air Cargo Screening 1 March 2019 – Are you Ready?

Sunday, June 24, 2018

Freight & Trade Alliance (FTA) in conjunction with the Australian Federation of International Forwarders (AFIF) are presenting Air Cargo Security Workshops around the country to provide briefings to industry on the upcoming changes to 100% Piece-Level Screening of International Air Cargo.

In addition to the current ACE level screening conducted by the CTOs on all cargo, the enhanced 100% piece-level screening procedures will be mandatory from 1 March 2019.

The Government's decision to expand the current 100% piece-level screening of cargo destined for  USA, to all international destinations from 1 March 2019, will provide significant business challenges to freight forwarders, AACAs, RACAs, Known Consignors and CTOs.

The format of the Workshops will be similar to the AFIF/OTS/Smiths Detection Information Sessions held prior to the introduction of USA Piece-level Screening.

FTA and AFIF are partnering with Smiths Detection, as technical screening advisor, to present Industry Air Cargo Security Workshops.

  • Tom Lees, Acting Director, Air Cargo Security International, Air Cargo Security Branch, Department of Home Affairs (AMSD) will provide an update on the Enhanced Air Cargo Examination program (EACE), Known Consignor and AACA programs and the changes effective 1 March 2019.

  • Brian Berry, Smiths Detection, will present an overview of the latest X-Ray Inspection Systems, Electronic Metal Detection and Explosive Trace Detection Systems and which technology types may be more suitable for different applications and commodities, equipment supply lead time information.

Following the presentations there will be an open Q&A panel discussion forum.

  • Representatives from the 3 CTOs – Qantas, Menzies Aviation and dnata, plus off-airport RACA, Air Menzies International, will be provide an update on their preparations for 1 March 2019, the expected impact on their operations, acceptance and processing times and the implications for industry.

The Workshop is designed to be interactive and to provide an opportunity for attendees to ask questions to AMSD, Smiths Detection, 3 CTOs and AMI.

Due to the importance of the changes impacting Air Cargo Security piece-level screening and the potential far-reaching impact to the air cargo market, a whole of industry response is required.
