ACCC advocacy in response to FTA / APSA concerns on Infrastructure Surcharge

Rod Sims, chairman of the Australian Competition and Consumer Commission (ACCC) made an extensive commentary in yesterday's "The Australian" regarding stevedore infrastructure charges (please refer to the below extract from the article).
 
The Australian Peak Shippers Association (APSA) and Freight and Trade Alliance (FTA) have been investing heavily in advocacy with the ACCC, meeting with Rod Sims personally earlier this year and lodging several submissions to his team.

APSA and FTA have also recommended regulation of terminal charges via our submissions to the federal and state Governments. These views are also reflected in Rod Sims' commentary. 


"We are just not sure, apart from increasing profits, what the rationale for those charges is," he said. "So that is something we are going to be focusing on a lot more.''

The stevedores impose a charge per full container dropped off at a terminal or picked up.

Figures released by the ACCC show DP World and Patrick have significantly hiked charges at their Sydney, Melbourne and Brisbane terminals.

VICT in Melbourne has ­introduced a new rate of $52.80 per container in Melbourne, similar to rates charged by Patrick and DP World.Mr Sims said the stevedores had been putting up the charges over the past year "and they have gone up a lot quickly''.

"In some senses, they have gone from zero to something, so the percentages are huge,'' he said.

"'They are justifying them on the basis of costs and the need to invest. At this stage, we cannot see the costs increases that have led to those higher charges and we can't see that investment patterns have changed as a result of those charges."

Trump has suggested a response to China Trade sanctions, a further US$100 Billion in tariffs, to which China responded with threats of serious retaliation.
